[HSF] Death on waiting list

The waiting lists in South Africa, and I suspect in most countries, is 
different along two philosophies: that of the Private Sector and that of the 
Public Sector.

The private sector here is funded by some form of medical insurance and 
there are NO waiting lists, except for the transplant programs that are 
determined by donor availability. The Private sector is becoming dominant in 
terms of the numbers of cases that are undergoing cardiac surgery, and that 
is probably an indication of the increased numbers of patients who are able 
to enter medical insurance cover. The State facilities are being limited by 
the number of cases that can be put forward for cardiac procedures by 
financial constraints,

Is this a trend seen elsewhere?
